The only way to solve all the problems with a OTP is to replace the
algorithm which leaves the old classic still ambiguous. Trying to lead
to a better solution works against the prejudice that that type of
problem cannot be resolved, especially in pieces. It is really the
obvious scientific procedure to break apart big problems into smaller
ones but to solve the big problem means solving all the lesser ones
and nothing else.
