Yebbut, that's a stream mode. You're not using the
block cypher primitive to encode the plaintext.
But we do use the block cypher primitive in only one direction to both
encrypt and decrypt. Whether it is a "stream cypher" or a "block
cypher" in a specific mode ... :)
