Is that a key size constraint or a MAC tag length constraint? The latter
might give useful security in certain situations and is often encountered.
The former sounds somewhat strange, and makes it very difficult to do
anything sensible. If you take care to encrypt the mac tag, you might
get something mildly useful, although it is unclear to me exactly what.
