It makes sense. What you want, like Kristian said, is a commitment scheme. For a very simple one, that will work in your example there are a few solutions taht come to mind. But they are all generally variations of:

Jim and Sue each choose a MAC key. Jim and Sue swap MAC keys. Jim and Sue seperately apply the MAC using the other person's MAC key. Jim and Sue reveal MAC values. Jim and Sue reveal their claimed solution. Jim and Sue verify the MAC value. This has some potential holes, but they are insignificant for most purposes.
