Have you looked at his cipher enough to say it is a one-time pad?
Very little of what "adacrypt" writes makes sense to me, so I'd
be reluctant to base the conclusion on his various writings. The
experience of sci.crypt is that nost schemes presented as practical
one-time pads are neither practical nor one-time pads.
