I haven't found mentioned anywhere the column widths of the two
transposition tables (i.e. 84,7), nor the column-orderings that
are to be used for reading them (each is simply right-to-left).

Sorry, I should have been more thorough; e.g., there's even this
encryption/decryption tool online with KRYPTOS-3 as an example:

Due to the modular arithmetic involved, the number of columns in
the two successive transposition tables need not be (84,7), but
any (84/k,7*k), where k divides 84. Are there others that work?
