I think that is very important, but in fact that kind of cipher does
not exist. Then the best way to go over the problem is selected maximum
nonlinear function to make any two ciphertext(with different key) has
same hamienglenght. In other words Sbox.

If the cipher exist, it is a ideal perfect cipher.

This message is quite off topic in the current thread, but I hope most
people reading this will realize the necessity of this post. I will
post a reply to the posts of the people who were intelligent enough to
post technical details after I spend some time looking at materials
they referenced. I hope that mine and others conduct in here will not
force anyone to write a message as off topic as this one.
