It's an announcement by one member of a community to other
members of that community of something that is relevant to
that community.

A fair proportion of the community of sci.crypt readers reads
sci.crypt _because_ it is interested in such things. So it's
on topic, and entirely appropriate. I even think that Tom
should include the URL, as it's a core part of the announcement.
(And I think that the "I won't link" attitude _invites_ the
whinging wining moaners to start their blathering.)

If some consider the thing being announced to be of inferior
quality, then discussions about that can then proceed, again
entirely on topic, thereafter - in a mature fashion. "Shut
up, spammer" is not a mature fashion. "You shouldn't use a
recursive implementation for the Jacobi function for bignums
due to the asymptotically large memory footprint required,
having an entire extra log(N) term in its big-Oh." is a mature
fashion.

Your 'contribution' to sci.crypt is apparently that of an
empty vessel simply making unwarrented noise, and is therefore
far less welcome to the majority of readers, I'm sure.
