He can indeed. Conditions like that prevent the software from being
Free Software (as defined by the FSF or Debian) or Open Source.
Of course, I could be wrong about any of these things. That's what's so
great about USENET--peer review. :-)
Anyway, it seems that Robin Carey posts these adverts approximately
monthly, and doesn't bother responding to comments on them. I responded
to an earlier one

having analysed both the advertisement and the actual code. I described
the algorithms used (which are very strange) and offered some
preliminary cryptanalysis.
Later on the penny dropped and I realised that this is none other than
mrsjunecarey, a snake-oil peddler of old.
