Anymore than members of Congress are servants of the president. They are
independent branches of the Government.


Providing the US President is the only person in charge of both the FBI
and the NSA there is sufficient separation. A close eye needs to be
kept on orders from the President and the interface between the two
organisations. Fortunately Congressmen and Senators can read documents
such as Presidential orders.
