That's a very dangerous (and very, very ugly) path to tread. You end up saying that some people are worth more than others.
You can start by discriminating (this is the correct word and the correct use of this word) against people of Jewish extraction because they are more likely to carry Tay-Sachs and further exclude Eastern European Jews because they are more likely to be or develop insulin dependent diabetes, kidney and heart disease.
It doesn't matter if you reduce their coverage, make the premium higher or even deny them insurance, what it says is they are worth less. Indeed, you end up saying some people are worth nothing.
There are people who cannot get health insurance at all. What happens when "mission creep" sets in and employer's make use of the same data?
What happens when these people's realize that they are not a wanted part of society? But more importantly, what happens when "normal" people realize that if they fall on hard times they will be cast off. How much loyalty will they show to their employer or country then?
Lie, cheat, steal, murder, mass murder, treason, it's all good if you only have yourself to rely on.
