I don't think such a library exists in my town. Its not Berkeley.
Yup, that makes life harder. Some libraries have inter-library loan
programs that can help; I don't know whether it will apply to you.
Have you tried contacting the author to request a copy of the paper?
Also cite seer has a lot of good papers those are what I use as references.
You're welcome to check citeseer; but I did check before posting, and
couldn't find a copy of the paper online.
