Why? If they're trying to harm others, surely it would be good
for agencies that can do something to prevent it to find out about
the intentions beforehand. If they're not trying to do any harm,
the government isn't going to waste resources monitoring them.

Sure, there is potential for abusing such information, which is
why there needs to be effective oversight. Perhaps your energy
should be invested into improving that aspect, instead.
