Noone competent is going to do it for free. Noone at all will buy it
until it has been subjected to rigorous scrutiny. The NSA has
absolutely ZERO reason to want to help you.
The NSA might want to test the cipher if someone starts using it, but
they will certainly not share the results with austine.obyrne ;).
