I'd like to say something about this issue. The current situation in
china is not that bad and not good either. A restictions of bussiness
cipher has been posted since 1999. However, the corresponding
department is not powerful one, so the law is just in book. As I know,
many of the Pay-TV systems vendors do not have the license of the
corresponding cipher-management department, their products are still on
the market. The individual uses of cipher is not banned in china
actually, at least for couple of years I've not seen any one warned or
arrested by cops resulting from PGP or Skype etc :)

The netcop do exist. You can surf the internet all around the world as
long as you're not more curious to access the sensitive websites
(mainly about darkside of chinese politics and some kind of fanatic
religion). This click will lead you to a blank page. The current
netcop's hottest issue is for illegal sex buniess on the internet as I
know.

It's censorship. Censorship is bad. China is evil - for supressing ideas
and news. China was evil when the invaded Tibet. The government is
corrupt and that is why they have so much to hide.

Just an opinion.

Yes, we noticed. I suspect one could make equal rants about almost all
countries, and for some one would not even have to try hard.
