No. It's just a cooperative international communications surveillance
network, controlled by the United States (via the NSA).

Snooped by whom? The aforementioned Echelon might be interested in
the amounts and parties of SWIFT transactions, but would not be
interested in committing fraud.

The U.S. and its allies are not trying to make money from
eavesdropping, they are trying to protect their national security
interests. More generally, any country with the means to snoop on
financial transactions on a large scale already has all the money it
needs, and so has no need to engage in phishing or other frauds.
