When I started into this business in 2003, the first thing I did was to get
an import/export attorney to review the law. Well, it's a friggin mess and
I cannot tell you how many if, and or buts are in it.

There is no short answer here but if you are encrypting on the fly and the
algorithm is unique, I simply would not do it.
