Encryption Export Legality

Hi, I'd like to put a "Send me an encrypted message" applet on my
webpage.

Can I do that? Do I need an eight page long contract that says, if
you are not US then you can't use this?

Does it make any difference what algorithms I use? Like if I used
PGP, or Blowfish or some encrypted barcode? Are certain algorithms
illegal (for export)?

What if I sit down right now and write something for encryption . . .
Do I have to register it; who decides if I can export it or not?
(I'm no mathmatician or cryptographer, no real chance of this
happening, I am just curious.)

If I'm not going to get in trouble for it, I'd like to get started
writing L-AES, that is Luc's Awesome Encryption System.
