Note that the receiver only increase its own transmitter-associated
counter when it receives a valid packet from a transmitter.
Say, if the last received valid packet from transmitter X had a
counter value of 4, the receiver waits for valid packets from
that transmitter with counter value 5 or more (in practice, this
means a forward window from 5 with size no more than half the max
value of the counter, preferrably a smaller window).
