I would disagree with that. I know of one case of harassment of US and
foreign nationals (researchers) to protect the sale of a *patent* by a
US company (circa 1980's).

Putting aside the question of who did the "dirty work" (which is in any
case unknown), the next interesting question becomes who intercepted the
communications and decided that this was a matter of interest.
