That's the RSA that publishes challenge numbers, one of which has been
successfully factored? When that happened, did national security
(whatever that may be) suffer?

What makes you think that public key cryptography has got anything to do
with national security? If it does have, may I point out that there are
public key cryptosystems that don't rely on the (supposed) difficulty of
factoring large numbers.

Do terrorists communicate with one another using public key
cryptography? The IRA [*] used couriers who carried written messages
wrapped in thin plastic film in their cheeks. If they were stopped by
the security forces they just swallowed the evidence that was soon
destroyed by stomach acid.
