You might propose a 'classic.cryptography' (or so) newsgroup on usenet,
if that is what you are thinking of.
The fact that some of the classical ciphers can be easily broken,
especially if using a computer to attack what was a manual system, does
not make them any less interesting.
While some basic mathematical / statistical knowledge can be helpful
with those cipers, advanced mathematics and prime numbers the size of
elephants are not required.
I would certainly read such a usenet group ... which is not to imply I
am 'right people' ... but it is my area of interest.
I would not join a web-site-based forum or group.
