Generally, they do at state-supported universities -- unless you're here
illegally, in which case some states will not only then charge you
in-state tuition but give you special help getting financial aid. Modern
liberalism (as opposed to classical liberalism) is a philosophy designed
to console the West as it commits suicide. (I can't remember who said
that, though)
