No. Previous content can be extracted from flash and EE PROMs
with an electron microscope.
Does you customer's opponent have an electron microscope?
Store OTP in battery backed RAM and multiple overwrite. Many
Government agencies with require the transfer device to meet
full TEMPEST requirements and have a serial number.
