There was a lot of trouble over the export of PGP, so sometimes
the rules are enforced.
I suspect that free software over the internet does not fit the
Canadian Government's export controls. A possible control
is checking the export licence before allowing a crate to be
loaded onto a ship or plan. A double check being on the
money returning.
It may be worth while registering the library and reregistering
it every year.
