They don't need quantum crypto to defeat Echelon, they just need to actually
implement standard ordinary encryption. A few small changes to the law might
help too, like for a start making Echelon illegal ...

It's just another EU boondoggle, with the QC guys getting some funding that
could be much better used on much simpler, practical, non-high-tech stuff,
if the real intent was to "defeat Echelon".

The only possible justification for QC is if quantum computers or math
breaks pk key distribution, and there is no sign of that happening ... yet.
