The bootloader won't run from an OS and it's original version will be
compiled using off-the-shelf software before the attacker becomes aware
of the target. It's unlikely to be manipulated. Right the same for the
original OS and application software on the encrypted disk.
The computer where the package with the bootloader will check itself
will be randomly chosen so it will as well be unlikely to be manipulated.
