"Dolphin Encrypt" cryptanalysis?

I stumbled across an ancient program which uses an encryption library
called "Dolphin Encrypt," apparently originally authored by one Peter
Meyer (www.hermetic.ch). I searched around the 'net for known attacks
on the algorithm, but what I found was vague and incomplete.

An article written by Mr. Meyer is available online
(http://www.virtualschool.edu/mon/Crypto/IntroToEncryption.html), which
hints at some details of the algorithm. In a 1993 mailing list post, he
said that he would provide complete source code for the Dolphin
Encryption Library with a developer's license (no price was mentioned).
He also offered more information by snail mail to anyone who requested
it.

Has anyone heard of this, and know anything regarding it?
