importing/exporting cryptographic systems is a lot different from
importing/export encrypted messages...

if you're trying to make an instant messenger that encrypts it's
traffic and are worried about export restrictions, consult a lawyer
(export restrictions are laws, after all)...

if you're just trying to use an instant messenger that encrypts it's
traffic you shouldn't have anything to worry about with regards to
export restrictions...
