If he remembered what his source was, he wouldn't be asking this
question. Perhaps he is thinking of the old export restrictions on
ciphers with keys longer than 40 bits, for example, that he heard
about while walking past a room in which a TV was playing CNN, so he
is posting here to find out what that news item is all about.
