Are you sure? There are all too many examples where someone
designed a protocol with confidentiality protection but no integrity
protection, and where later attacks were discovered that breached
confidentiality by exploiting the lack of integrity. (I know, it sounds
hard to believe, when put this abstractly, but it's true.)
