To talk to that computer, I need only specify a location (the zero
point minus 9) and the bits that differ (2 bits at that position,
with value 11).

A computer on the other side of the planet might have an address of

To talk to that computer, I again specify a location (minus 6) and
the
bits that differ (1101011110101010110001000).

The addressing scheme is extensible at either end, to add new
machines on a node (add more digits on the left), or to add larger
regions to the network (add more digits on the right). All addresses
could be specified as

1 byte = offset as log of position in base 2
1 byte = length of difference as log of length in base 2
n byte = bits that are different

So the third address above would be specified as

1 byte = -3 = -8 bits from zero point
1 byte = 5 = 32 bits different
4 bytes = 00110101111010101011000100001010 = the bits that are
different

If you add more machines to your local node, you just give them
addresses with more digits at the bottom. If the network grows to
encompass larger regions, you just add digits at the top.
