You have to target the person who would be your immediate manager. I'll
grant that this is not easy from the outside.

Most résumés don't generate an offer. If you hit the right manager at
the right time you can get an offer, though. Knowing who to address and
when is difficult.

It is what's printed on the paper that counts, along with the layout of
the text. Paper isn't too important, as long as it's of decent quality
and not of a weird color or texture or size.

That may be a big part of the problem, depending on your profession,
where you live, and your previous experience.
