Personnel departments have no responsibility for:
1. getting the work done.
2. making a profit.

Personnel departments do have a responsibility for
filling in the vetting forms and processing changes
in salary. Your hand written note may be useful
to the company but unfortunately increases the work
done by the personnel department.
