I have heard that cryptographers often receive low pay and end up
having to skimp during their retirements. With many individuals
having classified information why should it be difficult to acquire
classified details?

Certainly unscrupulous commercial interests could hire up some of
these former experts and pay them for information that would allow
breaks into a competitors communications? Of course this would all
have to be done "under the table".
