Yes - that's the current interpretation of things. Indeed this inflation
of space is equivalent to real movement.
The red- or blueshifts within our galaxy are dominated by ordinary
Doppler shifts since the inflation of space over that a short distance
has little effect compared to the ordinary Doppler shift. Of course
inflation of space takes place as well on this scale.
On the other hand the movements within our galaxy are primarily due to
gravity, which is - according to our current theories - as well an
effect of geometry. So the movement of stars within our galaxy is as
well not an effect of "real movement" but of space warp :-)
