Wh, what do you mean by reliable? If you are going to base your actions
on it, no web site is good enough. It is you or your collegues who will
go to jail, not the web site author. Hire a lawyer in each country who
is familiar with the crypto laws of that country.
But for a rough guide by someone who tries to be reliable, try Koops' site.
