Rijndael, as an AES candidate, was required to state a guarantee that it
would be royalty-free.
The Diffie-Hellman patent expired (I believe) in September 2000. If I
understand correctly, then this must also be freely available.

As above. Rijndael -> definitely no fee required. Diffie-hellman -> I'm
less sure, but I'm almost certain that no fee is required.
