FYI, I found a new release of the TWIRL preliminary paper:

The paper is dated Feb 4, 2003. Design is more detailed, e.g. adders
are discussed at length. Number of devices for 1024 bits factorization
in 1 year is now 40,000, up from from the initial 26,000.
