Here's the scope on things. I have a client whom we set up a network

This user logs onto the system with limited user rights. Because we
restrict him. So, he has to reboot as ADMINISTRATOR and download and
install the applications he needs on the workstation and then logs
off and re-logs back on as himself but what doesn't seem to work is
Active "X" controls on the browser.
He uses a program called "Oceanwide", to search for their
Import/Export logs of shipping, so he needs the sofware in order to
see this, and when Active X isn't working, he can see it nor can he
print anything.
But, he logged off as himself and logged back on as Administrator
and it's there working, but not as his own user.
Perhaps something is missing, or something should be turne on to
allow him to seek and use the features. Can someone advise me on
what action should be done?

This is a per-user thing, and he needs admin rights to install
ActiveX controls (but not to run things previously installed).
Temporarily add his account to the local administrators group, and
then do the install under his login.Then remove him from
administrators.
