Windows Firewall GPO domain vs. standard settings

Can someone explain this to me. The domain settings for Windows Firewall are
when the computer is connected to a network that contains domain controllers
for the domain the computer belongs to. The standard settings are used when
the computer is connected to a network that doesn't contain the domain
controllers. so if i have the Standard settings turn the firewall on like i
want it when my users are using their laptops outside the office this is
great. But what about when they are outside the office and VPN in to my
network (where the domain controllers are), does that mean the domain
settings (which turn off the firewall) are going to kick in and leave them
unprotected when they are outside the company network but VPN'd in?
.
