All the installations of NIS I've seen have their own Security Center.
Perhaps you just decided not to allow it when you installed.
What is the answer to:
The First Question Of Troubleshooting: If the problem is new, what changed
between the time things worked and the time they didn't?
What other security programs do you have installed? Are you one of those
people who thinks having 8 different antivirus/security programs installed
with 5 of them running resident is A Good Thing? It isn't and one of those
programs could be the culprit.
If you are sure the computer is malware-free, do clean-boot troubleshooting
to determine what is interfering with your Security Center service. You can
also look in Event Viewer for clues.
