I can't do that w/out using safe mode...The ONLY user in normal mode has
limited access and NO option to create an admin user.

No. Access the account by entering CTRL-ALT-DEL.

Is it possible to simply do a re-install of XP Pro w/out formatting? Or
XP
Home re-install using the re-install CD that came w/the computer? My GOAL
is
mainly to be an admin preferrably w/Pro on my Dell laptop. I do have an
older and slower HP laptop I can use w/XP Pro. Prefer to use Dell.

Also- I have an external hard drive that I have most everything saved.

Why not create another account which is a member of the administrators
group. That is what I did, and this new account does appear in the splash
screen.

At the *welcome screen* (assuming this is the logon you get - has
the word "Welcome" on it and a list of users to choose from) press
CTRL+ALT+DEL twice - quickly. That should get rid of the 'welcome'
screen and bring you to the classic logon screen. Enter the
username as "administrator" and the password as either whatever you
used to utilize *or* leave the password field blank if you did not
use the "Administrator" user.

Hopefully that will get you in.
