User A and B on same desktop. User B can't kill U-A tasks for an

User A and User B are on the same desktop with same UserGroup R/W access.
When User A walks away w/o logging off, he/she ties up the resources so user
B can't launch the same app when they log into the same PC. When User B open
up Task manager during their login, B get the standard MS error...blah "Send
Report"
User B also dosen't see the application that A started under Task Manager so
that B can kill it. I have to log back in as User A, then kill the app before
any other user can login to use the app. The app controls various connected
devices that are in use while A was using them.
My question is why can't User B login and launch the same app if user A
never logged off? How can User B see the same process/apps running under Task
Manager so they can kill it under Their Login, without having to login as A
to kill the task?
