i open my security center in the control panle and it says that the
security center is not avabile because the service has not yet started

Norton Antivirus has its own firewall component and replacement for the
Windows Security Center. When you installed NAV, you chose this option.
This is why the Windows Security Center service doesn't run. The Security
Center is simply an alerting mechanism and provides no other security
features so if you wish to continue using NAV (not a recommended product,
BTW*), then things are working as designed.
*Better antivirus solutions: NOD32, Kaspersky, or Avast if you need a free
one. The Windows Firewall is adequate for most people.
