any possibility of saving the user accounts and restorring them without an

Good maintenance means making images on a regular basis, but if you don't
want to use imaging software and would rather spend the time reinventing
the wheel that's your choice. Post your question in the server newsgroup
that corresponds to the version of Server you are using. This isn't really
a security issue.
