If, by exceedingly vague phrase "xp user passwords," you mean those of the user accounts for logging into a WinXP OS, they're encrypted within the C:\Windows\System32\Config\SAM file.

The only kind of a password is a string of characters which allows access to a particular account.
Folders do not have passwords in XP.
The "file encrypted xp password" does not exist. I presume that you meant the encryption key for the Encrytped File System.
