Sounds like your computer is infected with something that is either
protected by a rootkit or by malware that is protected by a guard file so
it respawns. It is unlikely that NIS would do the job of permanently
removing this malware.
Since you haven't told us anything else about the machine and what you've
already tried, go through the general malware removal steps below.

machine to a professional computer repair shop (not your local equivalent
of BigComputerStore/GeekSquad). Please be aware that not all local shops
are skilled at removing malware and even if they are, your computer may be
so infested that Windows will need to be clean-installed. If possible, have
all your data backed up before you take the machine into a shop.
