Something you are running is causing the issue. Arcsoft AFAIK makes image
manipulation programs so I don't know how it is affecting your situation or
what it has to do with the Internet. Perhaps Arcsoft has an Internet
Explorer extension. Run IE without any add-ons. If the problem goes away,
then you know not to run the bad add-on.

Run IE7 without add-ons - Start > Run>iexplore.exe -extoff [enter] OR
Start>Programs>Accessories>System Tools>Internet Explorer (No Add-ons)
