See if registering dot3api.dll fixes this issue.
Start > Run > type in
regsvr32 dot3api.dll
Click OK or press Enter
Show hidden files, folders, and system files:

dot3api.dll in WINDOWS\system32 should be at Version 5.1.2600.5512 after SP3 is installed.
Locate it, right click it, and choose Properties, then click the Version tab to confirm.
Also, check the WINDOWS\system32\dllcache to confirm that both copies of
dot3api.dll is on the same Version level.
